About this dataset
Child Abuse and Neglect presents the total number of allegations, substantiated cases, and the substantiation rate by allegation type for a given town. These data are subsettable by type of allegation and status of the report. Substantiation rate is calculated as a percent of total allegations that are considered 'substantiated' based on independent evaluations. DCF collects and CTdata.org carries annual data. DCF also publishes town-level data online in town reports.
Child Abuse and Neglect contains aggregate data concerning abuse/neglect reports accepted for a response from the Connecticut Department of Children and Families (DCF) for a given town. Abuse is a non-accidental injury to a child which, regardless of motive, is inflicted or allowed to be inflicted by the person responsible for the child's care. Neglect is the failure, whether intentional or not, of the person responsible for the child's care to provide and maintain adequate food, clothing, medical care, supervision, and/or education. These data are subsettable by type of allegation and status of the report. Allegation types include: At Risk, Educational Neglect, Emotional Neglect, High Risk Newborn, Medical Neglect, Physical Abuse, Physical Neglect, and Sexual Abuse. Substantiation rate is calculated as a percent of total allegations that are considered 'substantiated' based on independent evaluations. It is important to note that a single report may contain many allegations of abuse/neglect. Each one of these allegations are independently evaluated during the course of an investigations response, and a determination of whether or not reasonable cause to believe it occurred is made. If reasonable cause is found to exist then that allegation is 'Substantiated' and if not it is considered 'Unsubstantiated.' DCF collects and CTdata.org carries annual data. DCF also publishes town-level data online in town reports.

Towns with less than 10 substantiated cases in any category have their values suppressed to minimize the risk of revealing protected information that could lead to personal identification of individual children. Suppressed values are indicated by an * in the table and -9999 in the raw data.
